Welcome to the website for the Department of the Air Force (DAF) Environmental Impact Statement (EIS) for the proposed Air Force Maui Optical and Supercomputing Site Small Telescope Advanced Research (AMOS STAR) Facility in Maui, Hawaii. The project proponent is the 15th Space Surveillance Squadron, a blended asset unit with personnel from the U.S. Space Force Combat Forces Command and the Air Force Research Laboratory.
Under the National Environmental Policy Act (NEPA), the DAF must analyze the environmental and socioeconomic effects of any proposed major federal action, evaluate alternatives, and provide opportunities for public and stakeholder participation. The NEPA process began in April 2024 with publication of the Notice of Intent to prepare an EIS in the Federal Register. Scoping meetings in May 2024 provided information about the proposed AMOS STAR project and solicitated comments from stakeholders on issues to be considered in the Draft EIS.
The AMOS STAR EIS was initially being developed in accordance with the Hawai`i Environmental Policy Act (HEPA) (Hawai`i Revised Statutes [HRS] Chapter 343) and Hawai`i Administrative Rules (HAR) (§11.200.1) as well as NEPA because a proposed new utility easement would have involved the use of state land within the State Conservation District (HRS § 343-5(a)(1) and (2)). However, through the evolution of the project design, the Proposed Action no longer triggers the applicability of HEPA.
The Draft EIS is available for review and comment and can be accessed using the Draft EIS tab at the top of this webpage. The Draft EIS is also available for review at the public libraries in the following Maui communities: Hāna, Kahului, Kīhei, Makawao, and Wailuku. Comments on the Draft EIS can be submitted using the Provide Comments tab at the top of the webpage.
